An open letter to Mr. Abhisit Vejjajiva and his Government
From Thai Red UK

We of Thai Red UK (www.thaireduk.com), the Redshirts of the UK, supporters of the peoples Redshirt Movement in Thailand write to express our concerns about your and your Government’s actions concerning the peaceful pro democracy demonstrations all over Thailand.

Firstly we would like to reaffirm our allegiance and loyalty to the Kingdom of Thailand, His Majesty the King, the Royal Family and all of His Subjects.

Mr. Abhisit Vejjajiva

Your use of the military, allowing them to use force in an attempt to clear the peaceful pro democracy Redshirts has allowed the military to commit murder on your behalf, you are responsible for these deaths, you are responsible for those that are injured and you are responsible for what happens in the next. You personally promised that there would be no loss of life, you have failed in that promise as you have failed in your many attempts to gain the trust of the people.

We demand that you resign now, dissolve parliament and allow the people to decide the government to lead them through this crisis.

We would like to make it clear that we condemn:

• You and your illegitimate government for allowing the murder of innocent people.
• The declaration of a State of Emergency in Bangkok by you and your government. It is this declaration that has led to the state murdering its citizens.
• The military’s use of tanks and the use of live ammunition against the peaceful protestors at the request of you and your government.
• The attempted blocking and closure of the pro Redshirt Websites and TV Stations.
• The gagging and/or persuasion of the Thai Media to report only negatively concerning the Redshirts.
• The arrest of Redshirt leaders in Thailand.
• The creation of the Blueshirts by your government’s supporters to harass, attack and provoke the peaceful Redshirt protesters.

We demand that:

• The State of Emergency in Bangkok be lifted and the military return to barracks.

• The person or persons responsible for allowing the military to murder innocent people be arrested and prosecuted to the highest letter of the law.
• Genuine (true) democracy be returned to Thailand immediately and without conditions.
• That your government respects democratic rights of Free Speech and Civil Liberty.
• The unconditional release of the arrested Redshirt leaders.
• Parliament is dissolved immediately and free and fair elections be held under the 1997 Constitution.
• Any future elections be overseen by the UN or a similar neutral, unbiased and internationally recognized body to ensure that these elections are conducted in a free and fair manner without any interference from all kinds of undemocratic powers and people are able to vote as their conscience desires without duress from any side.

We would like to remind you and your Government:

• Democracy is a form of government in which power is held directly or indirectly by the citizens under a free electoral system
• Essentially Democracy means “popular government” – you and your government are far from popular by any sense of the word.
• You promised the Thai people: transparency, good governance, respect for human rights and the rule of law, equal treatment and reconciliation with those with opposing views, especially by providing them with political space.
• Your government is quick to arrest, charge and prosecute any errant Redshirts, for example the man who threw an egg at a government official’s car, however the perpetrators of the terrorist acts of closing Thailand’s International Airports are still free to roam the streets and even threaten you and your government. Worst, instead of taking legal actions against these terrorists, you appointed one of the terrorist leaders who took part in closing Thailand’s International Airports to be the Minister of Foreign Affairs in your Cabinet – this is hardly good governance and equal treatment for all. Your double standard acts have caused the popular Redshirts movement against your illegitimate regime.
• In declaring the State of Emergency in Bangkok and requesting the removal of the peaceful protesters, you have broken your word, namely that you would allow the Redshirts to protest for as long as they wanted providing it was peaceful – the peace was broken by your actions and not the Redshirts.
• The creation of the Blueshirts by your government’s supporters is against the rule of law, as they have been created not to debate with the Redshirts but simply to harass and intimidate. If this problem is unresolved, the confrontation between two groups of people in the country could easily lead to civil war.

In your own words

“if the people in power are willing to listen and accommodate, if all of us play our parts to strengthen the foundations of democracy, then we may be able to avoid the unnecessary loss of lives in the name of democracy”

so far you have

• refused to listen to the people of Thailand
• refused to accommodate the people of Thailand

and are clearly breaking those foundations of democracy yourself and are therefore solely responsible for the loss of life in the name of democracy.

Also in your own words

“Thailand is at a crossroads. I intend to make sure that the country makes the correct choice and continues, with as little disruption as possible, on the path to greater democracy” You have clearly failed in this by making incorrect choices and assumptions concerning the desire of the people of Thailand to be free and live in a real democracy. You have also failed in your duty to keep the people of Thailand safe in allowing the military to commit murder in the name of the state.

Honour those sacrifices of past and present generations of Thai people that have fought and died for democracy – resign, dissolve the parliament, return the country to the people and let them decide its future.

เรื่อง เรียกร้องให้รัฐบาลนำความยุติธรรมกลับคืนสู่สังคม และให้ความเป็นธรรมต่อประชาชนผู้มีความคิดเห็นแตกต่าง

กลุ่มคนไทยรักประชาธิปไตยในสหราชอาณาจักร ร่วมกับประชาชนไทยผู้รักประชาธิปไตยทั่วโลก ขอแสดงความห่วงใยในสถานการณ์ของบ้านเมือง และสนับสนุนการแก้ไขปัญหาบ้านเมืองโดยแนวทางสันติ โดยขอเรียกร้องให้รัฐบาลไทยดำเนินการดังต่อไปนี้:
1) ขอให้รัฐบาลนำหลักนิติรัฐ ความเสมอภาค ความเป็นธรรมกลับคืนสู่สังคม และแสดงความจริงใจในการแก้ไขปัญหาความขัดแย้งในสังคม โดยให้ความยุติธรรมต่อพี่น้องประชาชนไทยที่ร่วมชุมนุมต่อสู้เพื่อเรียกร้องประชาธิปไตยทุกฝ่ายอย่างเท่าเทียมกัน แม้ว่าสถานการณ์ความขัดแย้งในสังคมได้ผ่อนคลายลงได้ในระดับหนึ่งโดยการยุติการชุมนุมของกลุ่มคนเสื้อแดงแล้วก็ตาม ความขัดแย้งในสังคมไทยก็ยังดำรงอยู่ รัฐบาลในฐานะผู้ใช้อำนาจบริหารจะต้องเข้าใจถึงสาเหตุที่แท้จริงของการที่ประชาชนจากหลายจังหวัดทั่วประเทศเดินทางมาชุมนุมเรียกร้อง ทั้งนี้สาเหตุสำคัญคือการที่พวกเขาเหล่านั้นไม่ได้รับความเป็นธรรม ถูกลิดรอนสิทธิของพลเมืองทางการเมือง อาทิ การยุบพรรคการเมือง และจำกัดสิทธิทางการเมืองของนักการเมืองอย่างไม่เป็นธรรม รัฐบาลจะต้องแสดงความจริงใจและพยายามกระทำทุกวิถีทางเพื่อสร้างความเป็นธรรมให้เกิดขึ้นในสังคม โดยต้องปรับปรุงหน่วยงานของรัฐทุกองค์กรให้ปฏิบัติหน้าที่ด้วยความซื่อสัตย์สุจริต ภายใต้กฎหมายโดยไม่มีการเลือกปฏิบัติ แบบสองมาตรฐานเพื่อให้ประชาชนมีความเชื่อมั่นในรัฐ และกระบวนการยุติธรรม เพราะหากสังคมใดไม่มีความยุติธรรม ความสงบสุขของบ้านเมืองก็จะเกิดขึ้นไม่ได้ ความขัดแย้งในสังคมที่เกิดจากการไม่ได้รับความเป็นธรรมจะขยายตัวจนอาจจะนำไปสู่ความแตกแยกในที่สุด
2) ขอให้รัฐบาลยุติการใช้ความรุนแรงทุกชนิดในการสลายการชุมนุมโดยสงบ และสันติ ของประชาชนทุกกลุ่ม เหตุการณ์เมื่อเช้าวันที่ 13 เมษายน 2552 ที่กลุ่มกองกำลังทหารใช้อาวุธสงครามร้ายแรงเข้ายิงใส่กลุ่มประชาชนผู้เรียกร้องประชาธิปไตย กลางกรุงเทพมหานครฯ เป็นสิ่งที่ยอมรับไม่ได้ และขัดกับหลักกฎหมาย ซึ่งแม้แต่ในสมรภูมิสงคราม กองกำลังติดอาวุธก็ไม่มีสิทธิใช้ปืนยิงใส่อริราชศัตรูผู้ปราศจากอาวุธ การใช้อาวุธสงครามที่มีอานุภาพร้ายแรงจะใช้ได้เฉพาะคู่สงครามที่เป็นข้าศึกเท่านั้น ไม่ใช่นำมาใช้กับประชาชนเจ้าของอำนาจอธิปไตยที่ออกมาเรียกร้องสิทธิอันชอบธรรมด้วยสองมือเปล่า เหตุการณ์ความรุนแรงในการสลายกลุ่มผู้ชุมนุมครั้งนี้เป็นการกระทำที่น่าละอายอย่างยิ่ง ซึ่งรัฐบาลซึ่งมาจากกระบวนการประชาธิปไตยและเคารพสิทธิประชาชนจะกระทำเช่นนี้ไม่ได้เป็นอันขาด
3) ขอให้รัฐบาลยุติการปิดกั้นเสรีภาพในการแสดงความคิดเห็นและสิทธิในการรับรู้ข้อมูลข่าวสาร เพราะปรากฏว่ารัฐบาลได้จงใจเข้าแทรกแซงสื่อทุกแขนงอย่างเบ็ดเสร็จ ข่าวสารที่ออกมาเป็นการเสนอข่าวด้านเดียวอันมีข้อความคลาดเลื่อนกับความเป็นจริง รวมทั้งปิด Website หลายแห่ง การกระทำดังกล่าวเป็นการละเมิดสิทธิขั้นพื้นฐานของพลเมืองในระบอบประชาธิปไตย การกระทำการบิดเบือนข้อมูล การโฆษณาชวนเชื่อ และการปิดกั้นสื่อ เพื่อขัดขวางการรับรู้ข้อมูลข่าวสารของประชาชนนั้นเป็นวิธีการของรัฐบาลในระบอบเผด็จการซึ่งหวาดกลัวความเป็นจริงที่มักจะนำมาใช้ในการต่อสู้กับประชาชนฝ่ายประชาธิปไตย
4) หากรัฐบาลไม่สามารถดำเนินการตามข้อเรียกร้องข้างต้น ขอเรียกร้องให้รัฐบาลยุบสภา และคืนอำนาจในการตัดสินใจให้แก่ประชาชน โดยจัดให้มีการเลือกตั้งใหม่ตามกลไกรัฐสภาในระบอบประชาธิปไตย
